In 1993 during the mayoral administration to Tom Ryan, Rochester invited its citizens to engage in community based planning. Three years later, Neighbors Building Neighborhoods was born. NBN is a process rather than a program. City Hall collaborates with Rochester's citizens to shape the City's future.

Rochester was divided into ten geographic sectors. Citizens within each sector set goals and agreed upon strategies to improve their neighborhoods. Sector groups, neighborhood associations, citizens, and an expanding number of community partners have worked hard to achieve goals in each of the ten sectors. Crime prevention, citizen empowerment, public-private partnerships, and renovated playgrounds are just some of the results of the NBN process. Neighbors Building Neighborhoods has earned national and international recognition for its civic engagement. The State of the Sector Conference held on November 3, 2007 is the most recent example of what citizens can accomplish when working together to shape the future.

At 5:30 pm on the second Monday of each month, Sector 6 holds its meetings at the NET Office at 846 S. Clinton Avenue. On average, twenty-five members meet over a light dinner to share the successes and struggles of their neighborhoods. The meeting agendas include community sharing, problem solving, strategic planning, requests for expenditures, and guest speakers. All residents of the Sector are welcome to attend these meetings.
